Add A Person Link On Manage Hire Details Page Returning the User to Configurable Search Page With No Results (Doc ID 3064933.1)

Symptoms

When user clicks on Add Person on Manage Hires Detail Page (HR_MNGHIRE_DET), Incorrect Search Record PERALL_SEC_SRCH is assigned randomly instead of PERS_SRCH_ALL for Menu (PERSONAL_SNAPSHOT) and Component (PERSONAL_DATA) Combination and then the User is stopped on Configurable Search Page with no results found.

Search Record is not overridden at Menu Level for PERSONAL_SNAPSHOT Menu. So the default Search Record PERS_SRCH_ALL should be assigned but it looks like PERALL_SEC_SRCH is assigned as the Search Record in Configurable Search Page.

Steps to reproduce the issue:
1. Go to Workforce Administration > Personal Information > Manage Hires > Manage Hires.
2. Select a Rehire Transaction.
3. Click Add Person button and it takes the user to a Configurable Search Page.

Note: It randomly takes the user to a Configurable Search Page. Sometimes it might take the user on the first click of Add Person Button. But other times it might take few back and forth clicks between Manage Hire Details Page and Personal Data Page to replicate the scenario.
