Symptoms

When an employee is reaching the Benefits Enrollment step in the Onboarding Activity Guide, they receive the message:

You do not have an open benefits enrollment. Contact the Benefits Department if you have any questions.

Steps to reproduce the issue:

     1 .Employee navigates to Employee Self Service homepage > Onboarding tile, Benefits Enrollment step.
     2. Message displayed online.
