HCM: Approvals Counts on the Approvals Tile and All Approvals on the (Left Side) Navigation Menu Are Different when Pending Approvals Exceed a Certain Value

Symptoms
If there are more than 500 pending approvals, there is a mismatch in the count on the Manager Home Page Approvals tile vs the left side navigation menu All Approvals tile and a message "Some transactions are not displayed" appears.
The issue can be reproduced at will with the following steps:
1. Login as a Manager > Manager Home Page > Approvals tile.
2. Verify the count of pending Approvals. Click the tile.
3. Note the count of "All Approvals" on the left side navigation bar is different and the "Some transactions are not displayed" message appears.
