TAM: Error Routing Applicant When Using Update Email Template

Symptoms
After updating the email template, when an applicant's details are routed for approval, the following error occurs:

While fetching the value of an array element, the index was not within the length of the array.
Steps to reproduce:
Update the Applicant Route Notification to remove one of the delivered email template variables.
- Main Menu > PeopleTools > Workflow > Notification > Generic Notification Templates.
- Search for HRS_APP_RTE.
- Remove any variable from the message text and list of variables.
- Save.
Route an applicant:
- Log in as a recruiter.
- Navigate Recruiting >Search Applicants.
- Search for an applicant in "applied" status.
- Click the Route button next to their application.
- Click Submit button and receive error message above.
