Why is the PS_ACCOMPLISHMENTS Table Empty? (Doc ID 3065435.1)

Goal

There is currently no data in the PS_ACCOMPLISHMENTS table, and when attempting to move language data into the table with file parser, the data does not populate. 

Why is PS_ACCOMPLISHMENTS not populated with any existing or new data?
