HCM: Screen Reader Not Seeing Disabled State For the Previous and Next Buttons In Fluid Position Management

Symptoms
The Previous and Next buttons on fluid Position Management are not stating their disabled state when being checked via Screen Reader.
The issue can be reproduced at will with the following steps:
1. Navigate to Workforce Admin homepage > Position Management tile > Manage Position Tile
2. Search for the desired position which should only have one row
3. Select the single row to view the details
4. The Previous and Next buttons are grayed out since there are no other rows to view. When hovering over them with the mouse, the screen reader says "Less Less Previous" or "Next Greater Greater". It does not give the button state.
