One employee has State "AZ" setup but Payroll has to manually update paysheets before they run payroll calculation.

Employee should have the AZ automatically on the paysheet without manually added it to the paysheet.


The issue can be reproduced with the following steps:
1. Run the paysheet creation process - Payroll for North America>Payroll Processing USA>Create and Load Paysheets>Create Paysheets
2. Verify on the payline that the employee is not showing the State "AX" - Payroll for North America>Payroll Processing USA>Update Paysheets>By Payline
