ETL9.2: Future Days Grace Allowed not working when Employee is Inactive in the Future. (Doc ID 3066588.1)

Symptoms

The employee is able to enter time beyond the grace period on TL Permission List Security.
The "Future Days Grace Allowed" setting is not functioning correctly when the employee is inactivated for a future date.

STEPS TO REPLICATE
-----------------------
1. Employee is terminated in JOB and inactivated in T&L on 2/28/25. 

2.  Current date is December 22, 24.

3. Setup HCM > Security > Time and Labor Security > TL Permission List security, 'Allow Future Time Entry' = 14 days.

4. Employee logs in and open Enter Time page

5. The setting should prevent the future time entry but an employee can keep inputting time until the inactive record on the Manage Time Reporter Data record on 2/28/25.
