Symptoms
Benefit Deductions is not applying PSTI to After-Tax in some situations based on province of residence
Employees with a Province of Residence that has PSTI but a work location outside that province are not having PSTI applied to Deductions that are set up with After-Tax PSTI, which should be based on Province of Residence.
An employee that has a tax location of MB and a Province of Residence of ON, the expectation is that their DENTAL deduction is charged to PSTI. However, PSTI is not being charged.
This is happening for anybody who lives in Ontario and who works in another province NOT Quebec. If someone lives in Ontario and works in Quebec, the PSTI is properly being calculated at the provincial rate for Quebec (9%) versus the rate for Ontario (8%).
The issue can be reproduced with the following steps:
1. Ensure that the employee lives in Ontario - Workforce Administration>Personal Information>Modify Person
2. Ensure the JOB Data has the employee has tax location for Manitoba - Workforce Administration>Job Information>Job Data
3. Enroll him into Dental that is charged PSTI (Provincial Sales Tax Insurance) - Benefits>Enroll in Benefits>Health Plan Enrollment
4. Create paysheets - Payroll for North America>Payroll Processing CAN>Create and Load Paysheets>Create Paysheets
5. Run the payroll calculation - Payroll for North America>Payroll Processing CAN>Produce Payroll>Calculate Payroll
6. Verify the review paycheque deductions is not taking PSTI for that scenario - Payroll for North America>Payroll Processing CAN>Produce Payroll>Review Paycheque
