ELM9.2: Unable To Set Program To Inactive Due To Nesting Error Even Though Nesting Relationship Is Removed

Symptoms
Unable to set a Program to Inactive status due to nesting error. This is occurring even though the nesting has been removed as of the date for inactivation.
The program cannot be deleted or set to Inactive as it is nested within another program. (18094,585)
The issue can be reproduced at will with the following steps:
1. Navigate to Enterprise Learning > Catalog > Maintain Programs
2. Search for the program
3. Set it to Inactive status on its latest row, and Save.
