Symptoms
When transferring an existing Resource from the Unassigned Pool (0000000001) to any other Resource Pool (For instance: Communication Apps - 0000000002), the Mass Pool Changes process (RS_MASSPOOL AE Program), with the 'Submit Validation Process' option/link, is initially placing the row as Valid, (At Step RS_MASSPOOL.VALIDATE.IntfReso):
