Slow Processing of Application Engine SCC_SL_SMSET After Upgrade to 8.59 . (Doc ID 3067610.1)

Symptoms

When running the Transaction Management Process, SCC_SL_SMSET Application Engine, performance is very slow. For example, in one reported case, the processing of applications was observed to take 40-60 minutes.

The issue can be reproduced with the following steps:
1. Navigate to Student Admissions > Application Transaction Mgmt > Transaction Management Process, and run the process.
2. Observe the Process Monitor, and once the process completes, click 'Details' link to verify the process start and end time.
