Pop Select Issue on Run Control Page for SSF_HLPLN_AE (Doc ID 3067774.1)

Symptoms

Population Selection controls do not display the control fields (e.g. Selection Tool & Query Name).

The issue can be reproduced at will with the following steps:
1. Navigation: Student Financials > Tuition and Fees > Australian Loan Processing > Get HELP Balances
2. Create a new run control and select 'All Students' for the 'Select Option' run control field
3. Complete remaining required fields and save the run control.
4. Return to the search page.
5. Re-load the run control created above
6. Update the 'Select Option' value to 'Population Selection'
Notice that the Population controls for example Selection Tool & Query Name do not display.
