ECM: After Applying Bug 36942883, Error Trying to Display File Attachment for Fluid Bank Account Transfer, Attachment Failed to Download. (18036,10014) File Not Found. (Doc ID 3067855.1)

Symptoms

After applying <Bug 36942883> - CM: FILE ATTACHMENT NOT SAVED TO SUBDIRECTORY FOR BANK ACCOUNT TRANSFER, RECEIVE ERROR "ATTACHMENT FAILED TO DOWNLOAD", unable to display a file attachment on the Fluid Bank Account Transfer page.  An error occurs.  It appears that the problem has to do with the ATTACHSYSFILENAME field on the table PV_ATTACHMENTS. The filename populated in the ATTACHSYSFILENAME field is not matching the filename stored in Unix.

ERROR
Attachment failed to download. (18036,10014) File not found.

STEPS TO REPLICATE

1. Set Up Financials/Supply Chain > Business Unit Related > Treasury > Treasury Options - Settlement Approvals Method = Approval Framework
2. Enterprise Components > Approvals > Approvals > Approval Process Setup
    a. Process ID = TreasurySettlmentsApproval
    b. For each Step, the Approval Step Definition page has the Self Approval box un-checked
3. Set Up Financials/Supply Chain > Common Definitions > File Attachments > Administer File Attachments
    a. Pick Active Server = the ID associated to the URL that is setup for the SFTP Server
    b. Under Component Subdirectories, add Component = TR_BAX_AG_FL / Subdirectory = xx
4. Cash Management Fluid Home page, click the Bank Transfer Center tile
5. Bank Transfer Center, click the + sign to create a Bank Transfer
6. Create a Bank Account Transfer
    a. Add a file attachment
    b. Click Submit to submit the Bank Account Transfer
7. Bank Transfer Center shows the Bank Center with a Status = New
    a. Click on the Bank Transfer
    b. Bank Transfer Review page, click the Attachments (1) link
    c. Click the link for the attached file
    d. Above error is received
