Symptoms
Users can override data without being in correct history mode. Page was saved when the Residency was changed. It should throw an error that you need Correct History. It should give a warning message as mentioned below and prevent the Page from save .
WARNING MESSAGE:

Cannot change current or history records unless in Correct History mode. (15,1) You have attempted to change a record that is effective dated, and the record contains an effective date that makes it either the current record or a historical record.
Either use the Add (+) button to create a new record with a future effective date, or select the Correct History button to change an existing record.
The issue can be reproduced at will with the following steps:
1. Campus Community > Personal Information > Identification > Residency Data
2. For Example Change the Residency from 'In State' to 'International'.
3. Save the Changes .
4. Notice that the Page is saved without
