Error When A Student Has Program Change (PRGC): Invalid Academic Program from Enrollment Request (14640,236) (Doc ID 3068844.1)

Processing an academic program change during the term is causing issues with enrollment (edit classes), waitlist, etc.

STEPS
1. Schedule a few courses (including ENGCOMP 10-Student Option Grading Basis) for the Spring 2025 term and built the Elastic Search.
2. On 01/15/2025, term-activated a delivered student (SR0417) for term 4254. Her Academic Program at the time of term activation was FAU.
3. On 01/15/2025, enroll (via Fluid Self Service) into the delivered course ENGCOMP 10 (Student Option Grading Basis). The Academic Program captured in both STDNT_CAR_TERM.ACAD_PROG_PRIMARY and STDNT_ENRL.ACAD_PROG records/fields is FAU.
4. Then process a PRGC-Program Change on SR0417 to LAU effective date 01/15/2025.
5. Now the STDNT_CAR_TERM.ACAD_PROG_PRIMARY = LAU but the STDNT_ENRL.ACAD_PROG is still FAU. THIS DIFFERENCE IN ACADEMIC PROGRAM CODES IS CAUSING THE ENROLLMENT ENGINE AND THE WAITLIST ENGINE TO ERROR OUT (ON EXISTING ENROLLMENTS IN STDNT_ENRL)
6. On 01/16/2025, in Fluid Self-Service enrollment and attempted to process a Grading Basis change on ENGCOMP 10 and because there is now a mismatch between STDNT_CAR_TERM.ACAD_PROG_PRIMARY and STDNT_ENRL.ACAD_PROG the enrollment engine now flags the student as having an INVALID ACADEMIC PROGRAM. This same mismatch in Academic Program will cause the waitlist engine to also fail with the same error.
