ETL9.2 - Comp Time Leave Balance Page Shows Incorrect Earned Hours Balance

Symptoms
When reviewing the Comp Leave Time balance history in Employee Self Service after the first Leave Accrual process of the year, Earned Hours Balance differs from data in Leave Accrual and Time and Labor Data tables
The issue can be reproduced at will with the following steps:
1. Run leave accrual process for hours awarded for the year (Navigation: Benefits > Manage Leave Accruals > Leave Accrual Process).
2. On successful completion of the process, review leave balance in Self Service T&L Comp time Balance History (Employee Self Service page > Time > Leave/Comp Time).
3. Observe Earned Column under Leave Balance Details does not match actual accruals
