E-PORTAL: Image not Uploaded in Content Management in News Publication Articles

Symptoms
When trying to insert an image into a content item (text/html), the Image Upload status is successful but after clicking OK, it does nothing.
The issue can be reproduced at will with the following steps:
1. Navigate to Content Management > Content WorkCenter > Maintain Content.
2. Navigate to News Publications > Advising Message Center > Advising Updates.
3. Type: Text or HTML
4. Uploaded an image, click OK
5. Observe nothing happens.
