Mandatory Savings Plan deductions are not being taken from all employees' paychecks.

The issue can be reproduced at will with the following steps:
1. Calculate a payroll for employees enrolled in a mandatory savings plan (Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Calculate Payroll).
2. Review paycheck deductions of employees and review savings plan deductions (Navigation: Payroll for North America > Payroll Processing USA > Produce Payroll > Review Paycheck > Deductions).
