New Hire/Rehire with a Zero Federal Net Claim is being Overwritten with the Basic Federal Exempt

There is an issue that any new hire/rehire with a zero (0) federal net claim is being overwritten with the basic federal net claim amount.

We expected the net claim to remain at the zero. Prior to Tax Update 24-C, it worked that way.


The issue can be reproduced with the following steps:
1. Apply Tax Update 24-C
2. Hire an employee effective 01/012024 - Workforce Administration>Personal Information>Add a Person
3. Go to Tax Data in correction mode and change the net claim to zero - Payroll for North America>Employee Pay Data USA>Tax Information>Employee Tax Data
4. Go to JOB Data and terminate the employee effective 11/01/2024 and save - Workforce Administration>Job Information>Job Data
5. Rehire the employee effective 01/01/2025
6. Verify that the tax data defaults the net claim from tax data effective 01/01/2025 - Payroll for North America>Employee Pay Data USA>Tax Information>Employee Tax Data
