E-CLOUD: Unable To Create File System on PeopleSoft Cloud Manager Due to OCI Mount Target Creation Limit (Doc ID 3070245.1)

Symptoms

When attempting to create FSS, the following error occurs.

Create File Server

Status: Failed

Command to Run on Error: Please retry FSS creation by reset

Exception: 'fss_mount_target_hostname'


The issue can be reproduced at will with the following steps:
1. Deploy PeopleSoft Cloud Manager 18
2. Sign in and navigate to Cloud Manager Settings > File Server
3. Create the FSS
