EPY: The USA Year-End Create W-2 PDF Forms Is Not Creating a PDF When Run

Symptoms
Unable to find the PDF after running Create W-2 PDF Forms. Ran the Error listing and there was a negative value, but after correcting this error, still do not see the PDF after running Create W-2 PDF Forms.
Steps to Reproduce
1. Run TAX900, Annual Reporting Error Listing (Payroll for North America > U.S. Annual Processing > Audit and Error Reports > Error Listing)
2. Lists an error for a Negative gross
3. Update the Balance that was negative to set it to zero (Payroll for North America > Periodic Payroll Events USA > Balance Adjustments > Taxes)
4. Run Payroll for North America > U.S. Annual Processing > W-2 Reporting > Create W-2 PDF Forms
5. No PDF is created
