E-PTF: "Fatal Error" When Downloading .xls, .pdf, and .txt, Files (Doc ID 3070551.1)

Symptoms

When attempting to download xls or pdf files or txt files, PTF gives "Fatal Error".

The issue can be reproduced at will with the following steps:
1. Sign in to PTF and start recording a test.
2. While recording, navigate to PeopleTools > Process Scheduler > Process Monitor
3. Open process details and try to download xls, pdf, or txt files.
4. See error in PTF.
