GPCHE: When Preparing the Bank File User Gets "No Payment preparation results for the selected month. (17051,285)" Error when Saving the Run Control

Symptoms
When preparing the Bank File for one of Companies (e.g. 999), user gets the following error when saving the Run Control:
No Payment preparation results for the selected month. (17051,285)
No Payment preparation results for the selected month. Please run the payment preparation process for the selected month and then run ISQ20022.
No Payment preparation results for the selected month. Please run the payment preparation process for the selected month and then run ISQ20022.
The issue can be reproduced at will with the following steps:
1. Navigate to: Menu > Global Payroll & Absence Mgmt > Authority Correspondence > XML based reporting CHE > Monthly XML CHE
2. Click "Add new value" button
3. Fill the required data
4. Click "Run"/"Save" buttons.
