E-FTP: Attachment Url Set To Use SFTP However Keeps Setting Back To FTP (Doc ID 3070948.1)

Symptoms

On : 8.61 version, File Attachments - The attachment url has been changed to use SFTP but for some reason it keeps flipping back to FTP:




The issue can be reproduced at will with the following steps:
1. Change URL to use SFTP via Peopletools > Administration > Utilities > Maintain URLs
2. In testing it has been discovered that the URL switches back to FTP
