EPY: Employee Tax Distribution is Blank for Some Scenarios When Adding a New Employment Instance

Symptoms
Employee Tax distribution ends up being blank in some scenarios after Tax Update 24-C.
We encountered this issue when adding a "New Employment Instance" that the employee tax distribution ends up being blank and it's not blank for all instances.
The only pattern that was noticed is that any employee who worked in WA state in past it ended up with a blank tax distribution when a new employment instance is added.
The issue can be reproduced with the following steps:
1. Pick an employee who got WA tax location code employment instance - Workforce Administration>Job Information>Job Data
2. Add New employment Instance for any random tax location code besides "WA" and save the page - Workforce Administration>Job Information>Add Employment Instance
3. Go to Tax distribution to verify for that new employee record that the page ended up being blank - Payroll for North America>Employee Pay Data USA>Tax Information>Tax Distribution
4. Pick an employee, who never gets assigned to WA tax location code - Workforce Administration>Job Information>Job Data
5. Add new employment instance for any random tax location code - Workforce Administration>Job Information>Add Employment Instance
6. Verify that the tax distribution is not blank in this case - Payroll for North America>Employee Pay Data USA>Tax Information>Tax Distribution
