Are there Recommendations for Processing Institutional Aid for Students in Academic Programs not Financial Aid Eligible? (Doc ID 3071369.1)

Goal

Some students are eligible for Institutional Financial Aid but not Federal aid, based on their particular Academic Programs. If a student is not eligible for Federal Financial Aid, based on program, and the 'Financial Aid Eligible' box is unchecked on the Academic Program setup, the Financial Aid Term does not build for the student. However, FA Term is required to be able to post Institutional Aid using the awarding functionality within the Financial Aid module.

On the other hand, if the box is checked on the setup, allowing FA Term to build, then the Institutional Aid can be awarded but there can be issues with Federal aid incorrectly awarded to these students,  if they submit an ISIR.

Is there any recommendation on a best practice to meet both goals - to allow the awarding of Institutional aid but prevent the awarding of Federal aid?
