Performance Issue With the Request Training Enrollment Page

Symptoms
When the user attempts to submit the training requests, the page spins and then times out.
The issue can be reproduced at will with the following steps:
- Navigate to Main Menu > Manager Self Service > Learning and Development > Request Training Enrollment
- Choose one of the search methods below to find a course session
- Select the Course
- Click Submit Button
