E-OS:/ E-ES: Global Search Is Not Working and Returns "Documents not available"

Symptoms
When attempting to get results from Suggestions Search, in the Global Search field, the following message is displayed.
Documents not available. Please check
1. If search is configured.
2. If configured, deploy and index the search category : PTPORTALREGISTRY.
3. If indexed, check user permissions.

The issue was reproducible in the customer site with the following steps:
1. Login to PeopleSoft.
2. Click on global search bar. Observe the error in the browser.
Trying to UnDeploy PTPORTALREGISTRY, in PeopleTools > Search Framework > Administration > Deploy Search Objects, returns error:
Security Index delete failed: not_found (262,2023).
