System Allows To Link A Contract To A Requisition That Doesn't Have Remaining Amount (Doc ID 3072607.1)

Users are able to link a contract that doesn't have any remaining amount to a requisition and source it to a PO however, When the purchasing contract has no remaining amount system is not allowing to link it to a PO


The issue can be reproduced at will with the following steps:

1. Navigate to : eProcurement > Create Requisition and create a new requisition.
2. Link any contract that is approved but doesn't have remaining amount.
3. System will allow to link that contract to the requisition with out any errors.
4. Try to link the same contract to a PO and system will prevent the user from saving the PO.
