E-CLOUD: Import DBCS Environment Might Gave Error "Incorrect Access ID/Password Or PDB Name" If Password Contain Special Characters (Doc ID 3073399.1)

When attempting to import a DB System node (Cluster) to create an environment in PeopleSoft Cloud Manager (CM),
the following error occurs.

Error: java.lang.Exception: Incorrect Access ID/Password or PDB Name

The issue can be reproduced at will with the following steps:
1. Open environment tile
2. Import environment
3. Fill in dbcs details
4. Click done
