E-SQR: SQR Reports Using Translate function are Failing with the Error "(SQR 4705) Program Line Too Long; Maximum Is 511"

Symptoms
After applying CPU January patch 8.61.09, the SQR Reports which are using translate function are failing with the following error:
The issue can be reproduced with the following steps:
1. Navigate to Main Menu > Payroll for North America > Payroll Processing USA > Create Direct Deposits > Create Direct Deposit File
2. Enter Pay Run ID: FED
3. Click Run.
4. Go to Process Monitor.
5. Process completes with No Success.
E.g. 542475 - DDP001 Error
6. Review Out file.
7. Observe the error.
