E-IB: Testing a Provider REST Service Returns a 'PeopleSoft Integration Gateway' Response Message Instead of Success/Failure

Symptoms
When testing a simple custom provider GET REST service that should return 'Hello World', pasting the service operation URL in a browser window returns the PeopleSoft Integration Gateway Status page instead, as shown below (e.g. the same as when pressing the "Ping Gateway" button on the Ingegration Broker (IB) gateway page). No errorlog is produced.

Replication steps:
1. Open the service operation, copy and paste the REST service operation URL into a new browser window.
2. Observe that PeopleSoft Integration Gateway Status page is shown (the same as when pinging the gateway).
