Symptoms

When navigating and changing job details from position via hyperlink, returning to position will trigger the following error message.

This occurs when the user navigates from position using the job hyperlink (whether on the add a row page or the details page), make a change to job, save the change, then navigate back to position, actions taken on the original position page would error out.
Users cannot do anything on the page until they refresh, which would resolve the issue.
The expected would be to not error out.

Steps to reproduce the issue:

1. Login as a Manager user.
2. Go to Manager Self Service > Manage Position tile.
3. Select any position number.
4. Press Add Row button.
5. Fill with a Effective Date and UPD reason code and Continue.
6. Go until the Budget Incumbents step select Emplid ID1's Job Data link.
7. Create Job Action with same Effective date, Effective Sequence from step 5 and  Action: POS and Reason: STA.
8. Continue and Go to Validation step and Validate.
9. Submit Change.
10. Position Change need to be successful.
11. Go to Job Actions Summary and verify Successful action was added.
12. Close previous page and return to Manage Position page and obtain the above error message.
