Symptoms
GSS Termination transaction not updating job data when one level Administrator Approval setup used.
Steps to reproduce the issue:
1. Setup one level Approval - Admin only for GSSTerminateEmployee transaction
Enterprise Components > Approvals > Approvals > Approval Process Setup > GSSTerminateEmployee
2. Clone Approval process and remove level 1 Approver.
3. Login as Manager and submit Termination transaction.
Manager Self Service > Termination
4. Login with Administrator and Approve Termination transaction.
5. Job data is not updated with the termination row.
