E-DPK: DPK Deployments Fail at Step "Configuring Post-Boot PeopleSoft Environments" on Some Windows Server 2022 Systems

Symptoms
The issue is seen with these steps:
1. Deploy a PeopleSoft application image or PeopleTools patch (PeopleTools 8.61) on a supported Microsoft Windows Server 2022 VM computer.
2. Run the DPK setup script for either a full-tier or mid-tier deployment.
3. The deployment stops at the step "Configuring Post-Boot PeopleSoft Environment."
4. Review DPK_INSTALL\setup\psft_setup_dpk.log.
The log file includes messages that the services for the Application Server and Process Scheduler domains were not able to start in a timely manner; for example:
