E-CI/ExcelToCI: After Office 365 Update to Version 2408 and above, ExcelToCI Data Submission Returns "Error Code 1004" if Warning or Error Messages are Returned

Symptoms
When attempting to upload Item Category with buyer via CI ITEM_CATEGORIES using ExcelToCI, after the user enters his login information on the Staging and Submission page,
the following error occurs.
Error occurred in routine processSOAPResponse_SubmitTODB:
Error:
Number: 1004
Description: Application-defined or object-defined error
The issue can be reproduced at will with the following steps:
1. Update MS office 365 to version 2408 or later.
Note: Use current, monthly or beta channel to perform the update if necessary, because it may not work if using semi-annual channel.
2. Open the test ExcelToCI spreadsheet, set up the CI template, and add test data that returns a warning or error.
3. Perform the test, and observe the 1004 errors are received by the user.
