Symptoms

Process scheduler domain gets stuck while starting PSPRCSRV and PSMONITORSRV but other services like PSAESRV, PSDSTSRV are started.


ACTUAL BEHAVIOR:

Unable to start Process Scheduler server, & server not able to cancel the previous process instance.

Randomly, this behavior is observed from Scheduler Server.
