EGL: Budget Transfer with Security Error Cannot Be Overwritten and Posted by a User with Budget Security Rule - Type = Allow. (Doc ID 3077753.1)

Symptoms

A user linked to General Ledger / Commitment Control / Budget Security Rule with Type 'Allow' cannot post a budget transfer journal that has a Security Error.
The user must click Save to get the budget status to go from 'Security Error' to 'None' before being allowed to click Process to trigger budget checking.
 
Steps to replicate:

1.  Assign KK Security Role to a Permission List. 
      i.e.  User A - Security Rule = Allow
             User B - Security Rule = Disallow

2.  As User B, create a Budget Transfer that will result to Budget Header Status = Security error

3.  As User A, access the journal in Budget Header Status = Security error. 
    Post it without saving it first and still get the Security Error.
