Goal
After upgrade to PeopleTools version 8.61, FSCM PI#51, when update service target locations under integration configuration and try to save, page shows warnings:

Replication Steps:
Navigate to Peopletools->Integration Broker -> Service Configuration -> Setup Target Locations , changed Target Location, hit "save
the following error occurs.
