Facility Cap Warning On Combined Sections Is Not Triggered When the User Default SETID Does Not Match Institution Value On Identify Combined Sections Page

Symptoms
If a user does not have a default Setid or a default Setid that is different than the Academic Institution on the Identify Combined Sections setup, the Warning Message to Edit Facility Capacity against Enrollment Capacity, the warning message is not triggered when setting the enrollment capacity too high on the Combined Sections page.
The issue can be reproduced at will with the following steps in a DMO environment:
- Navigate to Set Up SACR > Foundation Tables > Academic Structure > Academic Institution Table
- Query Institution = PSUNV
- On Academic Institution 2 tab, Check: Edit facility capacity against enrollment capacity, leave defaults that appear below
- Navigate to Curriculum Management > Combined Sections > Identify Combined Sections
- Query with Term: 0505, Session: Regular Academic Session (value: 1) and Combined Section ID: 003
- Change "Enrollment Capacity" to 50 and hit Save. See warning:
Warning -- Combined section enrollment capacity (50) exceeds class number 1901 facility capacity (35) (14600,1715) - Change back to 35
- Navigate to Setup SACR > User Defaults
- Query User = PS
- On the User Defaults 2 (tab) clear the SetID (was PSUNIV) and Save
- Repeat Identify Combined Sections step. When setting to 50, no warning appears.
