ACA Blank Value in Line 16 for the Month When the Employee Transitioned From Full-time to Part-time

Symptoms
An employee transitioned from full-time to part-time as of 06/30/2024. After running the ACA data extract process, a blank value appears for the month of June in line 16.
The issue can be reproduced at will with the following steps:
- Add a new Effective Date 06/30/2024 to Job Data and update the status from Full-time to Part-time. Navigation:Workforce Administration > Job Information > Job Data.
- Terminate Health Benefits as of 06/30/2024. Navigation: Benefits >Enroll in Benefits > Health Benefits.
- Run the ACA Data Extract process. Navigation:Benefits > ACA Annual Processing > Create ACA Form Data > ACA Data Extract.
