25/26 FISAP Incorrectly Reports Student's SEOG As Less Than Fulltime When Student Was Fulltime In The Term The SEOG Was Awarded (Doc ID 3079274.1)

FISAP report not correctly reporting students  and SEOG who are enrolled full time in the fall and  less than half time in the spring
The last (Max) FA Term FA Load enrollment is being used solely for this determination.
 
FISAP instructions state to include recipients only if they were at a less-than-full-time in every term they received FSEOG or FWS. If they received FSEOG or FWS while enrolled both as a full-time student do not include them in Field 25.

 
The issue can be reproduced at will with the following steps:
1. Enroll a student fall full time in the fall 23  and award SEOG money
2. Enroll a student spring 24  part time
3. Run the 24/25 FISAP report   Financial Aid -> Fund Management -> Generate FISAP Reports -> FISAP 2025-2026 Report

Note:   the students Fall SEOG money appears on line 22 and 25 of the FISAP report.
