Symptoms
Address change on self service doesn't generate an email notification to the Administrator with notification composer on.
Steps to reproduce the issue:
1. Login as Employee.
2. Go to Employee Self Service> Personal Details >Addresses.
3. Edit Home address and Save.
4. Email goes to employee.
5. Email does not go to Personnel administrator.
