Getting the error while trying to save the requisition with Amount Only flag checked on Attributes Tab of the Requisition line before adding price line.

The issue can be reproduced at will with the following steps:

1. Go to Purchasing > Requisition > Add/Update Requisitions. Create Requisition
2. Without add requisition line. Check Amount only flag
3. Getting the error:    "No change item cannot be distributed by Amount on line X, schedule X (10200,458)"
