EPY: Payable to Employee in Leave of Absence (Loa) Is Not Rejected by Load Time and Labor When Filter Used

Symptoms
Load Time and Labor is not rejecting Leave of Absence (LOA) employees' time when the employee was added to filter criteria.
Steps to Reproduce
1. Employee is on Leave of absence
a) Navigate to Workforce Administration > Job Information > Job Data
b) Search for the Employee ID to test with
c) Set Job to Leave of Absence
2. Review available time for the leave of absence
3. Navigate to Payroll for North America > Payroll Processing USA > Create and Load Paysheets > Load Time and Labor
4. Choose Processing Option 'Load Filtered Time' to get the filter.
5. Enter the Employee ID in the Filter
6. Run the process
7. The time is not rejected for the Employee Payable time
