While Creating a Fluid Requisition Change Order, Header Comments Are Being Inserted at the Requisition Header Change Order History Table Even Though Comments Were Not Deleted.

Symptoms
While creating a fluid requisition change order, header comments are being inserted at the requisition header change order history table even though comments were not deleted.
The issue can be reproduced at will with the following steps:
1. Navigate to the PO Change Template page. (Set Up Financials/Supply Chain-->Product Related-->Procurement Options-->Purchasing-->Purchase Order Change Template).
2. Select the Requisition Change Template.
3. REQ_COMMENTS track change is checked.
4. Navigate to the Purchasing Definition page. (Setup Financials/Supply Chain-->Business Unit Related-->Purchasing-->Purchasing Definition)
5. Enter your BU and click Search.
6. Click on the Req Change Options tab.
8. Change Track Option is set to A-approved.
9. Click on the Home button.
10. Click on the eProcurement Tile.
11. Click on the Create Requisition Tile.
12. Search for an Item. Enter a qty then click Add to Cart.
13. Click on the Checkout button.
14. Click on the Header Comments button.
15. Enter a comment. Add an attachment then click Done.
16. Enter Justification Comments.
17. Click Save.
18. Click Submit.
19. Requisition XXXX is saved.
20. Click on the Home button.
21. Click on the eProcurement Tile.
22. Click on the My Requisitions Tile.
23. Click on the Actions button for our requisition and select Edit.
24. Click on the Schedule Details button.
25. Update the Due Date then click Done.
26. Click on the Save button.
27. Change Reasons- Select a Reason Code, enter comment then click OK.
28. Click on the Submit button.
29. Note that we have a Track Batch 1.
30. Navigate to the Requisition Change History page. (Purchasing-->Requisitions-->Review Requisition Information-->Requisition Change History).
31. Enter BU and our requisition.
32. Click Search.
33. Batch- Shows Change Track Batch of 1.
34. Click on the Header tab.
35. Header Comments field it shows a Change Type = ‘Deleted’, even though we didn’t delete any header comments. This is the reported issue.
36. Query REQ_COMMENTS and COMMENTS_TBL to validate that the Comment is still visible in the records.
