When Building FA Term, the FA Term CUM GPA Does Not Match the CUM GPA on STDNT_CAR_TERM (Doc ID 3081993.1)

Symptoms

When building FA Term, the cumulative GPA is calculated differently (by .001) than what is calculated in Student Records.  The change in the GPA is causing FA Term to rebuild creating multiple unnecessary rows in the table.

The issue can be reproduced at will with the following steps:
1. Navigate: Financial Aid -> FA Term -> Maintain FA Term. Click the Build FA Term.
2. Compare GPA values for terms where the fa build source is term
