EPY: How Does Direct Deposit Work when EE has a Flat Amount, Followed by % to Multiple Accounts

We currently have several employees who have mixed direct deposit to 3+ accounts and the money is not being distributed as expected when it is in a combination of flat amounts and percentages.  How does the process work?

Scenario:  Employee has three direct deposit accounts, set up as follows:
Priority 1= $200.00 to account X
Priority 2=  50% (of remaining net) to account Y
Priority 3=  50% to account Z

From $1000 net he expected to see:
Account X = $200.00
Account Y = $400.00
Account Z = $400.00

The actual results:
Account X = $200.00
Account Y = $500.00
Account Z = $300.00

Select Percent if the employee wants a specific percentage of his net pay to be deposited in this account type.  Direct Deposit page specifies "net pay"
