There is functionality that allows customers to have "selective exemption" from regular state reciprocity rules if the employee has not filed a non-resident declaration in certain states.
State reciprocity "exemption" functionality is available with "Non-Resident Declaration Required" and "Non-Residency Statement Filed" fields so that the tax can be withheld in both states until the Non-Resident declaration form is completed by the employee. Once the form is completed then tax will be withheld in only 1 state as per the State reciprocity agreement.
